The officer at present in charge of that Department is

Mr. W. Woodward, a senior officer in the Engineer Grade who has now been acting continuously for over three years as

Executive Engineer.

I propose that he should be appointed

substantively to the rank of Executive Engineer

(Waterworks) on the new scale of salary as recently recommended by the Anomalies Committee. This will mean the temporary addition of a supernumerary officer in the cadre of Executive Engineers, the normal establishment of which is seven, but retirements are due in the course of 1939 when it would be possible to abolish the supernumerary post No additional expenditure is in fact involved, since it would not be convenient to remove Mr. Woodward from his present post and approval has already been given in

12/53617/37 Mr. Ormsby-Gore's despatch No.36 of 2nd February, 1938, for

the payment of acting pay to any Engineer in fact acting as Executive Engineer even if the full complement of Executive Engineers is in the Colony. I am informed that Mr. Woodward is fully capable of discharging the duties of Executive Engineer, which he has in fact done for some years as already stated, and I accordingly ask your approval of his substantive appointment to the post, as well as of the appointment of Mr. Purves as Water Engineer, both with effect from the 1st January, 1939.
